Me! Finally after 2 years of lurking, saving money and continuous research, I've made the plunge to go to Korea to get double eyelid surgery

Based on my research from JW, Dr Choi Hong Lim will be my first choice (especially if you need ptosis correction and natural result) and Dr Kim Yeon Jun for lateral canthoplasty. Also, from now to mid-October is perfect time for surgery since it's not too busy.
Edit: didn't read your question properly. In terms of deposit, if you can secure a date during the busier season from November onwards with a good (&popular) doctor, it's worth as a trade-off for a higher price.
There are other ways apart from lateral canthoplasty (i.e. cutting the outer eye corner).
In terms of cutting in the up direction, there is ptosis correction to reveal more of your iris. However, there is the risk of looking surprised all the time if overdone.
Alternatively, lateral hotz can help opening the eye in the down direction especially if you have slanted eyes. However, the cons is that your eyes might look droopy and sad if it's not slanted enough to surgery.
