I’ve read that there are lasers/injections which can improve scarring, perhaps your partner may want to see a qualified dermatologist to flatten and fade the scars? You can contact the Seoul Global Center (more info here: https://legal.seoul.go.kr/legal/english/front/page/contents.html?pAct=freeLegalConsultationService) for free legal help. They will give you guidance on what your next steps can be. I think they will probably refer you/help you make a complaint through the Korea Consumer Agency (한국소비자원) which means they are required to give you a response to your complaint... especially if they changed legal documents that would be a huge deal.
